The increase is stated at +5% psn skill damage, this will only increase psn skills, and not charms i agree with this however, the -enemy psn resistance affects the enemy and any damage you deal that is psn oriented, i.e. In addition i have constantly read the comments: psn facets dont affect the damage of psn charms.
